27The Agency for Real Estate Cadastre in Direct Contract with the Dutch Cadastre, the Land Registry and the Agency for Cartography (Kadaster) in September 2008 started with the implementation of the project “Technical Assistance related to the process of digital map production, business development and IT Strategy”.
The time period of the project is 9 months and the project is to be completed in May 2009.
December 2007 the Dutch Cadastre performed an Audit Mission at the request of the World Bank.
The experts from the Dutch Cadastre have identified three major issues which need to be considered for the purpose of further transformation of the Institution which provides quality service to the general public according the EU standards.
Expected project outputs
1. Improved business processes
The general business processes in AREC need to be reviewed and revised with an accent on the financial management, the quality control and the client orientation.
2. Feasibility study for digital map production
One of the highest priorities in AREC is the process of digital map production. In the last years, the produced maps were (systematically) maintained and AREC does not have a plan for the map updating process, the conversion into digital maps and the current reambulation process (first registration of the property).
3. Strengthening of the IT capacities
In order to provide high quality service to its users, the AREC highest priority is to improve the ICT system. At the beginning of 2008 was developed a comprehensive ICT Strategy and limited web services have already been made available to the users. The following step would be to review the IT Strategy, prepare a draft plan for implementation and improve the IT capacities in AREC.
