This donation is undertaken in the form of a twinning program between the Dutch Cadastre and the Agency for Real Estate Cadastre.
Through the exchange of experiences and knowledge of the Dutch cadastre, experts from the Netherlands shall assist AREC in the following areas: digitalization, business and management and the IT sector.
The transfer of knowledge is to be performed by providing on-the-job counseling, organizing workshops, seminars, a study tour in order to strengthen the human capacity of AREC in the aforementioned areas.
Duration of the project:
The project implementation has started on September 1, 2009, and the plan is to finalize the project in May, 2010.
Project value: EUR 130.000.
The project activities are organized and defined in four components, which are:
1. Raising the awareness in AREC for NSDI and the Inspire directive
2. A prepared marketing plan and a plan for self-funding
3. Support for the production of digital maps
4. Strengthening of the IT capacity
5. Study tour to the Dutch Cadastre
Expected project results
1. AREC is introduced to the NSDI and the INSPIRE directive in general
2. The self-funding plan and the marketing plan are prepared
3. Support in the process of digital map production
4. Further strengthening of the IT capacity in AREC
The realization of the project components is planned through the following activities:
1. Raising awareness in AREC concerning NSDI and the Inspire directive
Two workshops on NSDI and INPIRE
Two 2/3 day workshops will be organized for AREC. One with the main focus on NSDI and one with the main focus on INSPIRE. Each workshop will have about 10 participants.
Seminar for stakeholders NSDI
During a one day seminar, the results of the workshops will be further disseminated to the relevant ministries and institutions in order to raise the awareness and initiate the communication and cooperation.
Pilot implementation of an information product (web-service)
An example information product trough a web service will be developed to illustrate the benefits of NSDI. The Netherlands Cadastre will provide technical advice on the design and content of web-service.
2. Prepared marketing plan and self-funding plan
Workshop-A: Cost recovery and cost allocation workshop
A two day workshop on the principles of cost recovery and cost allocation models will be organized in Skopje.
Workshop-A: Preparing a road map self financing
During a workshop for approximately 5 people, assistance is provided in preparing a road map for becoming a non profit, self financing organization. A combined mission will be organized for this workshop and the cost recovery and cost allocation workshop.
Workshop-B: Development of a marketing plan
One expert is travelling to Skopje in order to assist with making an inventory of marketing activities and drafting the future view on marketing and customer orientation.
Seminar for further dissemination
The marketing plan and the self financing plan will be presented to the organization and to other stakeholders such as the relevant Ministries like the Ministry of Transport and Communication and the Ministry of Agriculture, Forestry and Water Economy.
3. Further support for AREC in the process of digital map production
Two Netherlands experts will guide and assist AREC with the production of the digital map. A total of 6 missions will be carried out to provide advice on the spot in Skopje.
4. Strengthening the IT capacity of AREC
Support implementation and roll out of the new Cadastre Registration system
During a total of 5 missions of an expert from the Netherlands Cadastre, the IT management is supported with the implementation and roll out of the new Cadastre Registration system.
Advice on contract management
An expert from the Netherlands Cadastre will advise on contract management for outsourcing of exploitation and maintenance of the IT-system (hardware and software). During this mission, the expert will also give a workshop on service level management.
Workshop on service level management.
During a two day workshop for approximately 6 participants from AREC, knowledge is transferred about Service level management to strengthen the internal IT-operation.
During a two day workshop for approximately 6 participants from AREC the Principles of Information Technology Infrastructure Library (ITIL) are discussed.
