The introduction of the private geodetic practice for performance of operational (field) geodetic works, the establishment and the maintenance of the real estate cadastre and the performance of the geodetic works for special purposes in connection with the survey and the real estate cadastre was initially enabled with and by the changes and amendments to the Law on Survey, Cadastre and Registration of Real Property Rights in 2005.
Such legal provision is also foreseen in the new Law on Real Estate Cadastre. The title of an authorized surveyor may be acquired by any natural person, provided that the person meets the following criteria:
- is a citizen of the Republic of Macedonia or any member state of the European Union;
- has obtained at least 300 credit points according to the European Credit Transfer System (ECTS) from the field of geodesy or a completed VII/1 level of geodesy studies,
- has at least two years of work experience in the field of geodetic works after meeting the conditions of the previous point; and
- has successfully passed the exam for acquiring a license for authorized surveyor.
The exam shall be sat in front of a Commission for sitting an exam for authorized surveyor, established within the Agency, on the basis of a program. For sitting the exam, a fee is to be paid to the Agency.
The fee is to be paid using a PP 50 payment order at the AREC bank account: 2100100450 787 11, revenue code 725939 20.
The Agency is obliged to notify the persons which have failed the exam within five days after conveying the exam and issue a license to the persons who have successfully passed the exam.
The Agency shall record the licenses issued to the authorized surveyors in the Register of Authorized Surveyors administered by the Agency.
Extension of authorization for chartered surveyor
The authorization for chartered surveyor is issued for a period of five years. For the extension of the authorization for chartered surveyor, the holder of the authorization submits a request to the Agency, six months prior to the expiry of the issued authorization. The holder of the authorization also encloses a certificate to the authorization, which certificate has been issued by the Agency, that in the course of the last five years the authorization holder attended 30 hours of annual continuous training from the area of geodetic works administered by the Agency, from which minimum 20 hours are trainings related with the real estate cadastre, as well as proof of paid fee for the extension. Authorization holder employed in the Agency, instead of a certificate, submits a confirmation of labour relation.
Foreign Authorized Surveyor
A foreign geodetic engineer/surveyor with an authorization from a state-member of the European Union may carry out geodetic works on the territory of Republic of Macedonia provided that the foreign geodetic engineer/surveyor performs the geodetic works in accordance with the laws and other regulative of Republic of Macedonia in the area of geodetic works.
A foreign geodetic engineer/surveyor with an authorization from another state may carry out geodetic works on the territory of Republic of Macedonia under the conditions of reciprocity, provided that the foreign geodetic engineer/surveyor performs the geodetic works in accordance with the laws and other regulative of Republic of Macedonia in the area of geodetic works and his/her authorization for performance of geodetic works is confirmed by the Agency with a decision.
