DRAFT CONCLUSIONS OF THE 10TH REGIONAL CONFERENCE ON CADASTER 8-9.06.2017

The 10th Regional conference on cadaster was held in the period 8 – 9.06.2017 in Skopje, Republic of Macedonia, with participation of delegations from national cadasters of countries from the region, as follows:

  • Federal administration for geodetic and property–legal affairs of the Federation of Bosnia and Herzegovina
  • Republic administration for geodetic and property–legal affairs of Republika Srpska
  • Republic geodetic administration of the Republic of Serbia
  • Real estate administration of the Republic Montenegro
  • State geodetic administration of the Republic of Croatia
  • Cadaster agency of Kosovo
  • Geodetic administration of the Republic of Slovenia
  • National agency for geospatial information of Albania
  • Central office for registration of real estate of the Republic of Albania
  • Real estate cadaster agency of the Republic of Macedonia.

 

Guests at the Conference were representatives of the General cartography command of the Republic of Turkey, the General directorate for cadaster and land registration of the Republic of Turkey, representatives of the Bulgarian national cadaster agency, as well as the Faculty of civil engineering and architecture, R. Bulgaria, representatives of the Swedish cadaster, Dutch and Norwegian cadaster.

At the Conference, some of the participants included representatives of international organizations, as follows: EuroGeographics, UN Executive Committee – Expert Committee for management of global geospatial information of Europe, then representatives of the IMPULS project, BEST IPP project, a representative of the Council of surveyors of Europe and representatives of Chambers of private surveyors of the countries in the Region.

Over 100 participants attended the Conference and, at the end of the Conference, they adopted the following conclusions:

CONCLUSIONS OF THE SECOND REGIONAL CONFERENCE ON CADASTER AND SPATIAL DATA INFRASTRUCTURE, SKOPJE, 2017

 

1. The participants at this Regional Conference hereby express their gratitude for the organization of the jubilee of the 10th Regional Conference on cadaster and spatial data infrastructure, where special gratitude is addressed to the Real estate cadaster agency and its Director, Mr. Slavce Trpeski.

 

2.  The national cadaster agencies from the Region hereby express their satisfaction with the previous regional cooperation which, at this time, is considered to be on the highest level. The implementation of regional NSDI projects (INSPIRATION and IMPULSE) gave enormous contribution to the promotion and building of the national spatial data infrastructure in each country individually. The implementation of the current IMPULSE projects as well as any future regional projects will contribute to the further enhancement of regional cooperation. 

 

3.  The national cadaster agencies from the Region hereby express their satisfaction with the presence of representatives of the Council of European Geodetic Surveyors, as well as the representatives of Chambers of private surveyors from the Region and the support they have provided to this jubilee of 10th Regional Conference. In this manner, we believe to have fulfilled the 5th principle of Cadaster 2014 that calls for close cooperation between the public and private sector. 

 

4.  The national cadaster agencies from the Region hereby salute the expressed interest of the General directorate for cadaster and land registration and the General cartography command of the Republic of Turkey and their participation in the work of the Regional Conference and hereby invite both institutions to take part in the upcoming 11th Regional Conference.

 

5.   The national cadaster agencies from the Region have agreed that the issue of importance of establishment and management of national spatial data infrastructure is important for the economic development of each country in the region. The support from EU and the donor community in the regional projects is recognized as immediate support for the economic development of the countries in the region, through the support in building systems that would ensure greater transparency and swift and efficient services for the citizens based on the e-Government concept.

 

6.  The national cadaster agencies from the Region hereby agree to propose and implement common projects from the area of national spatial data infrastructure, as well as from other areas that are of common interest for the countries in the region with the goal of harmonizing the national standards with the standards of the INSPIRE Directive, as well as harmonization of the operation in accordance with the principles laid out in the Digital Agenda for Europe 2020, the Agenda for global land management and sustainable development 2030 and Cadaster Strategy 2034.  

 

7.   The participants at the Regional Conference salute the contribution in the operation of this year''''''''s conference of the chambers of surveyors and associations of surveyors from the region, as well as the education institutions from the region, and they have agreed on further cooperation.

 

8.    In line with the established order of organization of the regional conferences, the organizer of the next conference should be the Real estate administration of the Republic of Montenegro. Due to the expressed interest and desire by the Agency for cadaster, cartography and geodesy of the Republic of Bulgaria to be the organizer of the Regional Conference for the first time, the Real estate administration of the Republic of Montenegro has ceded this right, but the twelfth Regional Conference remains to be organized by the Real estate administration of the Republic of Montenegro. Therefore, the eleventh Regional Conference on cadaster will be held in late May or early June 2018 in the Republic of Bulgaria.

 

 

9.   The participants at this Regional Conference hereby agree to submit the conclusions from this conference to the Governments from the Region.
